Clubs reserve the right to sell unsold green fees within a tee time to make up a complete four ball. So if a club has a policy of pairing up golfers then yes, it is possible that you will join another group on the same tee time, or another group will join you.

Naturally, if you always book up the maximum number of players available for a tee time, then there is no chance of this happening.
